My account has been suspended. The given link to confirm my details doesn't work. What can I do?

Doubt you will be able to speak to an agent as phones are generally non operational at the moment BUT if it is available it will show up as an option as per below.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
