shipping address !!

Hello i make an order and the seller make an invoice 

after i pay , the seller refund the money 

he told me he can not send the shipment to my address cause its not verified shipping address to my account , cause he need a proof of delivery 

i can not found any option to add shipping address in my account !! how can i fix this

NOTE : i am from Saudi arabia , not in USA
