sending money problem

it's my first time to use the Paypal 

a stupid one made me this account and made my country New York and I'm from Egypt

i recived money , after then , i can't make any action at this money 

i cant active my Egyptian VISA < idk if it's because the nationality or it's anther problem

now i think i need to change the nationality , but i think it's not an option on Paypal

if i can't send the money to any other account or buy something online or take any action 

please refund the money to the one who sent it to me .

If you are not in the U.S then you would not be able to verify a U.S paypal account.

You would also not be able to do anything with the funds in your paypal account.

The only thing you can do is tell the sender of the funds to raise a dispute for non receipt of item or whichever option is appropriate to try and get the funds sent back again.
