reCAPTCHA Refresh Loop, Preventing Login

Hello!

I have for about a month now had this experience where I go to log in to my Paypal account and the reCAPTCHA starts up and then refreshes before it completes loading. And then just keeps refreshing into perpetuity.

* Incognito mode does not fix it.

* Clearing my cache and cookies does not fix it.

Any ideas?
