"You have a message in the Message Center" but not...

I got this email from PayPal saying "You have a message in the Message Center" but when I go to my inbox there is no new message! I've been receiving messages just fine until now.
I'm on a Windows 10 computer. Does anyone know what to do?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
