problem with paypal blocking my account for no good reason

hello , i have a serious problem with paypal.
there is one costumer from ebay that opened a case against me with no reason for not recieving his item.
the item been shipped 2 weeks ago and he complaind for not recieving the item.
i provided paypal the tracking number and they still blockin my account and i cant pay to my suppliers.
i explaind the costumer that i shipped it and gave him the tracking number but he refuse to cnacel the despute.\costumer service not answering me though i sending them every day a messeage.
what can i do, there is no one that i can talk with.

The point is does tracking show the item as delivered to the buyer.

If not and its lost in the post then you would need to refund them.
