My account is having some problems 

I have set up my account following all the steps and was also able to pay for something using it. I was also able to receive some money, but when i tried to send a friend some money I get through all the steps and the when i push send it says "SORRY WE COULDNT CONFIRM ITS YOU"

I have confirmed my email entered cards etc. 

Not sure what to do and there is no one to talk to at customer service
