papal cannot recognise me

I have used your password recovery function and re-set my password for number of times but intermittently Paypal stops recognising my password. It is very frustrating especially this happens when I am shopping online. I also need to update my phone number as i am not receiving the text message with the code, i have tried so many times i am really getting fed up with paypal.  i have used paypal for many years and very recently purchased several items. I NEED TO GET INTO MY ACCOUNT AS I HAVE AN ONGOING DISPUTE AND NEED TO REPLY TO AN EMAIL YOU SENT. Please fix this issue.
