no way to accept or transfer money I received

I received money today.  There is a record of the receipt with a plus and the dollar amount.  Yet my balance still shows $0 and I have no way to accept this payment and send it to my bank.  There's nothing that says it is on hold.  I got no email saying my account is on hold or why it's delayed. What to do?
