no link to send new documents to lift my limit

i have problem with the link given to me there's no other option. it keeps coming back to the same pages over and over again. it freezes for weeks and i'm trying for weeks now and no luck to get to the new page where i can send the documents they are asking for. i asked throught resolution center and no better response. the link they gave where also the link i was trying to open. please help me with this. here's the link to show you what i am talking about.
