I want to open a new account how do I do that i keep getting sent back to my old account

Firstly you are only allowed 2 paypal accounts if 1 is personal and the other 1 is business, if you 2 of the same type you risk both being limited.

Secondly to open a new account you would need to have a separate email address to use (+phone number) UNLESS you have closed the other account down first in which case allow about 72 hours before you try and use that same email address again.
