good evening...I recently moved fro Canada to Mexico and want to link my Mexican address, phone # and banking to my account. Sounds easy but I can't see where to change country codes...should i just set up a new account and start over?

Yes, PayPal accounts are country specific. Open a PayPal Mexico account.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
