is someone using my wife's email to access paypal?

If we clic forgot password an email is sent to my wife, we enter the code but then the system ask to send a code via SMS to an unkown mobile. How can ask to remove that account? Or at least remove the email from that paypal account? We received an unkown change in the bank from Paypal !

Please contact customer service for assistance:

Click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US and select the PAYPAL GUEST option since you are locked out of that account.
