i cant access my other pay pal account

hi i have another pay pal

and i forgot password and tried to get it back by email and entered code received to to email 

and asked phone to code and didn't received code clicked resent many times and i cant even 

get my account 

and says this 

Sorry, we couldn’t confirm it’s you
