How do I send a message to PayPal for a unique issue not found in the frequently asked questions.

The site isn't working properly for confirming my bank account. I keep clicking it but nothing happens. I've been trying for 3 weeks.

Can't get anyone on the phone. 

Also, I  submitted name change documents 3 weeks ago, but my name remains incorrect on the site.

As you have not added your country to your community profile or said in your post then we can't help (Paypal varies a lot country to country).
