how can i get over "This card cannot be linked. Please try a different payment method." message

i tried before to link my card with paypal account but that time i didnt know how to get the code.

so now i receive this message when i try again to link my card:

This card cannot be linked. Please try a different payment method.

You may want to phone customer service for assistance - when a card is linked and un-linked and then you try to re-link it, in most cases the system won't let you do it because of the system's fraud protection (which is in place to protect you from someone else using your card).
