so recently i have sold my first item using the website grailed and i havent received a payment yet and not sure if i can receive the money cause i did break pay-pals rule and im not of age. I am very worried cause my buyer purchased the item and not sure if I will be able to receive money cause my money is on hold till I confirm my information which I cannot complete being under age.

If you are under 18 then you should not be using paypal.

I would inform the buyer so they can get their funds back if you can't use the refund option.
