closing a paypal account when someone has died

Does anyone know how I close a Paypal account.   My mother recently died and I had some payments refunded to Paypal.  I don't have mum's password and the bank account linked to the Paypal account is closed.  I cannot find anywhere on the Paypal website to ask the question - I have sent a message but no response received.  Is there a bereavement helpline?
