how do i change my nationality????i am not an american citizen.

You'll need to close the account and open new account under correct country from this page:

https://www.paypal.com/webapps/mpp/country-worldwide

Close account checklist:

1. Resolve any open disputes or account limitations.
2. Zero out the balance.
3. Cancel any active automatic payments.
4. Remove financial info (bank accounts, cards).
5. Go to Settings (cog icon).
6. Click Close Account under Account Options section.

If you have funds in the account, it will be stuck since US accounts require a US bank account/debit card to withdrawal or confirm a SSN, DOB, name and billing address to get the use of the PayPal balance.
