Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / and bank accounts from within that country.
You are supposed to withdraw any funds / resolve issues / remove cards and bank accounts before you leave your old country. If you don't then you may have problems doing so once you have moved.
The only exception is you can add a U.S bank account to other countries paypal accounts.

I moved from Malaysia to Hungary permanently and I still have money in my Paypal account that has been registered in Malaysia. I was wondering how can I withdraw my money before closing my previous account without a bank account? My bank account in Malaysia is closed.
Thank you for your message and advice. I had a problem to link my Malaysian account back then as well, due to some issues with my bank. Hence, I was hoping if I could withdraw my money with another country bank account. I understand you mentioned I will face problems, May I know if that means I can't receive my money anymore? @kernowlass
You could try 'sending' the funds from your old account to your new, but you may have to add that currency to your new paypal account and hope you can convert it later !!
Failing that you would have to contact customer services and see if they can help you transfer it.
