change Language from English to Russian

Hello

My friend in Russia would like to open a paypal account and we have problem to see the page in Russian language 

How we can change language preferences please?

Click "wheel icon" near log out button to go to account settings and look for the Language menu in Account Options section.

For business accounts, go click "wheel icon" near log out button, click My Settings > Preferred language > Update
