can't use my paypal due to phone number

I can't use my phone number to add to paypal

my adress is american but my phone numbers are belgian and africain

there is 190$ on that paypal, can I change my adress or use my number anyway

this is a shared paypal with me and  my friend

If you have a US PayPal Account - only US Numbers are accepted.
