You need to contact customer service so they can assist you in linking your bank account because the forums are user to user help with no access to others' accounts.
The bank account may either need to be reset or it's a bank that PayPal does not accept.
Contact customer service for assistance. with linking bank:
Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.
Call early, during business hours, west coast time to try to get a US rep.
