Hi i cant access my account. 

password reset wont work

so unable to log in to speak to anyone.

tried the phone number and all i get when choose options to speak to someone is white noise

If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
