You cannot use Paypal anymore?

Hi. I recently received 1700€ on my PayPal account from Coinbase, a crypto-wallet. I have been saving up now and wanted to cash it out, had no problem doing 4-500€ before, but instead of thinking clearly I sent the whole amount to my PayPal account yesterday. The account got limited, I sent in the necessary documents, and all of a sudden it says "You can't use PayPal anymore.".
Is this because I received so much money so fast or what is the reasoning? I am in dear need of this money, as I said I've saved it for a long time and I don't want to lose it, it would be heartbreaking 😕
Anyone who can help? Is it possible to call PayPal customer support from Norway? If so, which number can I call?

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...
1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
