My paypal was locked for no reason you can check payment history it's just some online business but now it's locked I need a moderator who could help.

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.

Where in the world is there actual advice besides contact them on fb which hasn't been active in a year

You can still contact them on Facebook.

But if you want to provide different contact information for paypal customer services yourself then feel free to post it.
