Why cant i link my old closed account creadit card to new account .

I closed my old account. And i cant link visa card used in closed account to my new account. When i trying to link my bank account , it says "this card already link to another account" but that account already closed.

The account may be closed but if you didn't remove the card first before closing it then only customer services can remove it for you so you can add it to a new account.

Paypal phones are mostly non operational since covid but sometimes you get lucky. (use the guest option if you can't log in).
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
