My father has an account in Paypal. One day, a pop up appeared after he logged in. It needs to provide his proof of identity or verification via email. He tried to verify via email but still Paypal wants to provide a proof of his identity. He does not have both driver's licence and passport. What to do now? He can't log in whenever he tries to skip confirming his identity.

Well that is because paypal is country specific, and as you haven't bothered to either say what country you are in OR add it to your community profile then I took a guess on country and posted a US link.
