We can't complete this right now. Visa Electron

Recently I got new card since old one was expiring this month. When I try to add new card to my account I keep getting 'We can't complete this right now.' message.

 

Before adding new card I removed the old one. New card is connected to the same bank account as old card was. Previously I've never had any problems with PayPal and this is my first card change.

 

Please help.

I'm having the same issue. Neither my bank nor PayPal helped. Did you find a solution to this?

I called PayPal and they solved it immediately. It was some security thing and their customer service solved it in 2 min. Had to confirm my identity and received a security code via text to confirm it's me - right after that I was able to add my card. Give them a call - could be the same issue.

I've contacted them before and they said it was my bank's fault so it depends who you end up talking to if the problem will be solved or not.
