Way past 180 Days

Paypal said I violated the user agreement (even though I did nothing wrong) and they cancelled my account and said it couldn't be re-opened. They said they would investigate it and email me on how to get my money after 180 days. Well that was December 5th. Ive been trying to get in touch with them but I cant reach them over the phone and the help center or 'contact us' wont let me just contact them. I emailed paypal services and they sent me back to the help center. What do I do?
