I have submitted the legit documents/IDs. Why is it difficult to have this approved?

You need to contact customer services to resolve any account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.

Thank you so much for taking the time to help me. I did as you advised but haven't reached anyone who can provide the answers that I need. All I got were automated replies. I am so desperate.  😞
