Here's something you can try - this link will show you that your limits have been lifted. Login to your Account, then copy and paste the link below.

Assuming your account is verified, you should see that your limits have been lifted. A few years back, PayPal offered a Verified Seal that could be posted on your web site - people could click on the Seal and they would see that your account is Verified. Unfortunately they did away with that feature.
