How does one make sure someone is Paypal verified?

One has linked a bank account and the account sending, receiving, withdraw limits are lifted/removed. To see a person's account status, you'll have to have a business account. The account status of the other party shows on the payment details.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
