Normally when you add a card to your paypal account, the billing address of the card has to match the billing address and name of the account holder.
Advice is voluntary.
Kudos / Solution appreciated.

Hello JToTheD. Thank you for your post and welcome to the PayPal Community. I am so sorry that took us so long to reply. Please note that you must be the cardholder of all the cards and/or bank accounts registered on your own PayPal account. Both, the name registered on your card and your PayPal account must fully match. Generally, if you were about to register your uncle’s card, our internal security and/or your card issuer would decline the registration. Hope this helps. - Carlos
