Go to the Contact Us page.
Enter your "Email address" and "Password," or click the "Continue" button if you cannot access your account with them.
Answer the questions and await a response from PayPal explaining to you why your account was locked and what you need to do to unlock it.
Go to the PayPal page and click the "Contact Us" link (see Resources).
Enter the information as requested on the Help page.
Call PayPal if required and supply the information requested to unlock your account.

Information to unlock an account would be in your paypal message centre OR resolution centre IF the limitation was not a permanent one.
Advice is voluntary.
