Unable to resolve account issue - Impossible to remove/confirm bank account

A few years back my PayPal was hacked and some stranger attempted to link their bank account to my personal PayPal, but never confirmed it with the two deposits that they're supposed to complete. None of my personal information or payment info was stolen but I am stuck unable to pay, withdraw, send, etc. money through PayPal with this hold on my account. There is literally no way to confirm that bank account as it's blocking all of my other payment methods. Is there any way that I can forcibly remove it?

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
