Unable to link CIBC account

I am trying to link my CIBC account with PayPal.  but failure message  ( Sorry, that bank is already linked to the maximum number of PayPal accounts) I tried to contact PayPal but I got a message try after 48-72. I tried again but the issue and message the same.

Has that bank account been linked to 3 previous accounts in the past or been linked 3 times and removed again on your present account?
