Unable to end my paypal account (of nearly 30 years)

I'm saddened by the direction Paypal is now taking.
It's like I've lost a friend of 30 years.
Their mindset has changed. They now seem into bullying.
It began with spam all over my user page,
then it felt like Paypal was trying to trick me into letting them to use Cookies.
Then Paypal started nudging me for my phone number.
For my own good. Just like cookies & spam are for my own good.
Why didn't Paypal tell me IN ADVANCE that this was about to be a
requirement. Instead of bullying me by suddenly not allowing me to access my
account to close it.
Can this be legal?
I repeat: IS THIS LEGAL, PAYPAL? WITHOUT TELLING ME YOU DENY
ACCESS TO MY ACCOUNT UNLESS I GIVE YOU INFORMATION I DO NOT
WANT TO GIVE?????????
Because Paypal already has abundant personal information, I see
no reason to give them my phone number.
I don't need more nuisance calls. I don't want my phone number attached
to computer information.
Perhaps Paypal hasn't heard, but there is considerable hacking going on,
and the more info companies get the more vulnerable we are.
Also I don't like being pushed around.
At any rate. It's clearly time to close my account.
But Paypal has it fixed so that in order to do so, I must give them
my phone number.
I want to close my account.
I do not want Paypal to have my phone number, cookies or any more
information about me.
I want my credit cards removed, all personal info removed, and
I want to get as far away from Paypal as I possibly can.
