Unable to access old account/ get any help on phone

Hi, 

 

I have a question on behalf of my partner - he is locked out of an old account and has not been able to reset the password. He has tried calling Paypal multiple times but not been able to speak to anyone or find the answer! We have tried the call back service to reset his password and the phone just doesn't ring and he doesn't remember the security questions. 

 

Does anyone have any hints on how to speak to an actual human or which options on the phone will help him reset a password?
