Unable to access my account due uninstalled authenticator

After setting up two step verification with Google authenticator, I have uninstalled the app.

Now I am unable to access my PayPal account.

I have tried to contact Paypal, but it is impossible without being logged in to account

I created NEW account with different card and email, but Paypal will not address issues of other accounts, only the one you are logged in to.

I did succeed to speak to someone with strange accent, but could not help me with the issue and I need to contact Paypal USA, which due to current health related situation is not available.

Any one in community knows how I can get in touch by phone to Paypal?
