Unable to Verify Account

I'm trying to verify my bank account so I can withdraw larger amounts of cash but every time I try, PayPal gives me an error that basically says 'try again later.'  I've been trying to verify my account on and off for months and never get past the whole 'deposit' thing.  I never get amounts to check.  My account was verified previously, but now it's not.  Any suggestions?

Contact customer service for assistance with linking your bank:

Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

You might have to verify some identity/account information.
