Two 10 year old accounts i can't update with new data

i have tried to edit both, but keeps saying another account is using this email or bank or ect ... old email old phone numbers old account numbers but won't allow I can't even close because i can't remember the old bank numbers 

I am trying to close 2 old ones and start NEW PLEASE Help

 

I am trying to list on EBAY but can't w/o PayPal !!!!!!!!!!
