Tried to change email, ended up with two accounts

A few weeks ago I changed the email address which I have used for many years to a new one. The system has created an account using the new address but the old account is still open. I have the same credit and debit cards with both accounts.
I know I can close the old account but my long history of reliable use of Paypal isn't being reflected in the new account (even though I have the same, name, address and debit/cards) so a payment is being withheld. It seems impossible to contact a human being and the crude automatic messaging system can't deal with anything other than obvious points.
Can anyone let me know how I can get Paypal to address this? Many thanks in advance for any help.

Close the new account and then do this but wait about 72 hours first.
Advice is voluntary.

- Someone added an email to my account so I changed password and deleted that email. in Disputes and Limitations Archives
