Can I transfer funds from another debit card into my PayPal account

Funds cannot be extracted from cards into your PayPal balance directly. Someone has to send you a payment with their PayPal account via their linked debit card to your PayPal account.

That said, if the debit card is under your name and billing address and matches your PayPal account info, you may link and confirm it to your PayPal account and select it as funding source at checkout.
