Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
You should really withdraw any funds / resolve issues / remove cards and bank accounts before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.

Hi. I did not move to another country. Im just traveling. I topped up on a dutch website from my dutch account. How can i get my money back. Its now pending somewhere on your account and I cannot call the US number i noticed. This is seriously stressing me out. Why is paypal always giving me a hard time to get my money back?!
Paypal is country specific so if you choose to use it outside the country it is registered with then you may well hit problems so its at your own risk.
No idea about where your funds are but hopefully if they don't transfer they should bounce back to the funding source that you used.
