Why account is locked? You forgot password "locked" or PayPal limited the account "locked"? I don't think they let remove financials from PayPal sanctioned account. If the other account is locked because PayPal limited the account, then get a new bank account. If you add that bank account on it, PayPal may limit this current account you have and ask for verification, documentation. So it depends on why the other account was locked.
