Sorry we couldn’t confirm it’s you

Why whenever I login to PayPal for buying something says “we need to confirm it’s you” so I click on continue and then it says “Sorry we couldn’t confirm it’s you” what the hell

I'm sorry to hear that you are having difficulty logging into your account. If the security steps cannot be completed for any reason, you would need to contact Customer Service for assistance with accessing the account. Please click 'Help' at the bottom of the PayPal website, then 'Call us', then click to 'Call us as a guest' to obtain the phone number for your region.
