'Sorry, something went wrong on our end. Please try again' when trying to recover 'lost' password

I've been trying to dispute a claim for a while, however for some reason i cannot log into my main PayPal account (the password doesn't work) and whenever I try reset my password it says 

 

Sorry, something went wrong on our end. Please try again.

If anyone knows how to fix this it'll be greatly appreciated, thank you.

I have this very same issue.  It hasn't been resolved for MONTHS now.  I've called probably 20+ times to the phone services and I always get disconnected because "there is no one available to help".  RIDICULOUS.
