Sending money on PayPal with an unverified account

Hello,

 

If a paypal account is setup without verification (no SSN/ITIN/Bank connected), is still possible to receive and send money? Are there limits? Any feedback or information would be greatly appreciated! I am in the USA and have a personal account.
