You can send to anyone worldwide with a paypal account.
HOWEVER in the D.R they would only be able to 'spend' the funds from their paypal balance as unless they are a U.S expat with a U.S account they would not be able to withdraw funds in that country.
If you still want to send then just go to send money (select the option you want) > put in the email address double checking its correct > put in the amount > select the currency you want to send from the drop down box > check everything and select your funding source and check fees and send.
